Why is my aquarium filter making bubbles?

I have a 1.5 gallon Whipser Aquarium with one of those Whisper filters and air pump. A lot of bubbles keep coming out with the water, even when clean. Is this normal? Here is a picture:

Uhh…YEAH! Actually that’s a good thing because your fish will need oxygen in the tank!
I have one of those filters and the bubbles are suppose to be there. The filter is made to make bubbles and oxygenate that water. That’s what the air pump box is for. The bubbles push the water up through the filter and oxygenate the water at the same time. There is nothing you should be worried about.
Its adding oxygen to the water.
i have the same tank and filter and was on here looking to find if all the bubbles were a sign of a problem. Glad to see that they are not, but they seem to be scaring my fish from coming to the surface and eating. And they didnt start until after i cleaned my tank. Any ideas on how to control them a little bit so they wont scare the fish?
