It could be something in your water that is different. However, don't worry, the tank should clear up all by itself within a week. Good Luck!! :)

Is one of your fish a Beta? I have a male beta and he makes these bubble clusters at the surface sometimes in preparation of egg laying, even though there are no female betas in the tank. =) I believe there are a couple other breeds of fish that also make the bubbles for eggs, but I can't remember which ones.

It's also good to put in a few drops of water cleaner when you clean the tank/bowl and put in new water. It helps remove some of the minerals in water that can be harmful and can also result in bubbles at the surface. You can find it in the fish section of a pet store. My one bottle has lasted for years.

Happened to me before. Although I'm not sure what exactly it is (lack of oxygen in the water or concentration of harmful gasses, most likely, perhaps as the result of one or two of your fish being sick), I do know that it was the result of using (treated) tap water in my tank, and not having bubbler.

I started using half-tap and half-purified (bottled) water to fill my tank and got a bubbler and the problem went away, so try that. :]

Try getting a new tank or if you didn't change the pebbles, there might be some of it's droppings stuck in the pebbles. It might also be one of the fish are sick. You could also try cleaning it again. Or maybe the fish have gas:P
