how does the UV light sterilizer in aquariums work?

1) it’s suppose to kill bacteria, harmful ones precisely but wouldn’t it kill ALL bacteria including the bed of “good” bacteria and thus screwing up the aquarium ecosystem?

2) wouldn’t it be harmful to the fish as well? promoting cell mutation thus possible cancer, etc?

I had a bit of an algae problem before and it has since gotten under control. Is the Sterilizer worth adding to the tank or should I return it . Please help.

UV sterilizer questions?

Hi! I have a 56 gallon aquarium, heavily planted with low light plants and driftwood. It’s stocked with a few platy and swords, rummy nose(7) and cardinal tetra(7), khuli loaches(5), otto cats (3) and a few guppies. I’m not sure of the exact number of the live bearers as some adults have died and a few babies have survived, but it’s not a big number. Most of the young I remove and give to my LFS, but a few manage to hide until they’re older.
I keep it about 78-80 degrees and it’s filtered with an Aqua Clear 70-110, and has two air stones on opposite ends. I have one Jebo light and one GLO T5 HO.
I have no disease issues and excellent water quality, unfortunately the driftwood has darkened my water with tannins considerably.
I saw a UV sterilizer at my LFS today, and was wondering if it’s worth it? Would it help at all with the tannins? I don’t think it would, but I’d love if it did!
Anyone had experience with these things? Yay or nay on the experience?

Thanks guys! Actually, my water is pretty neutral, but then again my tap water is really hard.
As for the driftwood, unfortuantlly they are very large pieces, so I was only able to soak them in really hot water in a large garbage can as I had nothing even remotlly large enough to boil them in. I changed the water frequentlly, but it simply wasn’t the same as boiling.
