Tetra Aqua products?

I’m using Tetra Aqua Safe to dechlorinate 8 gallons of water. I followed the directions, but I’m not sure how long to wait before it is safe to add to my tank.
(I have a 40 gallon tank and I’m doing a partial water change).
It says it ”immediately turns tap water into fish safe aquarium water” – but I’ve read online to do this a day in advance…
My nitrite and ammonia levels are high so should I wait or add it sooner?

As for another product – we have a bottle of Tetra Easy Balance. It says to add 2.5ml per 10litres (2 gallons) every week, to replace regular water changes. Perform a 50% water change, using tap water conditioned with AquaSafe, at least once every 6 months.
Do you use this product or anything like it? I still plan to do small water changes every two weeks – which is better?
(I’m just confused because growing up my dad had a tank, but he didn’t do partial water changes like this… as far as I remember it seemed easier!)
