I’m not sure what you should do, but I do know this. Your fish is pretty sick right now. If you just got it I suggest you take it to where you got it and tell them that your fish is sick. If it is sort of old maybe you should ask a employee at petsmart or you can ask a vet what is wrong with it. Other than that I can’t really tell you anything else. Hope your fish gets better.
it’s a bacterial infection, probably caused by poor water conditions. sounds like Septicemia, use a gravel vac to remove 50% of your water, and replace with same temp, chlorine free water. treat with maracyn 2

Check you water parameters. There should not be any ammonia or nitrite in the water. NitrAte should be no more than 20 ppm. Also check your pH. Goldfish like a slightly higher pH around 7.4 – 7.8 ppm.
For now, you should add some aquarium salt. 1 teaspoon per gallon. 10 gallons = 10 teaspoons. Pre-dissolve the salt with some tank water and add it to a high flow area. Salt will help less the stress your fish are feeling.
It seems that your tank needs to be treated. Remember to read the instructions on any meds very carefully and take out the any active carbon from the filter. The macyn 2 (can’t spell) seems like it may do the trick. Try to take a pic if possible and take it with you when you go to get advice. This may help the store’s associate figure out what needs to be done.
Ammonia poisoning. Test your water quality, and perform partial water changes until ammonia, and nitrites are both at zero.
What size tank?
Do you have a filter?
Do you perform weekly partial water changes?
Your fish is suffering from septacemia. What has happened is your fish has been exposed to toxins in the water. Either Ammonia or nitrites. you need to test the water and do a 25% water change. This may also have to be treated with an antibacterial med.
Your goldies need to be kept on a weekly cleaning schedule with gravel vac, changing out 25% of the water no more.
You also want to test the water weekly as well.
Keep the water prime, test and do weekly water changes, he whould be fine.
