take it to a vet for fish
Probably, another fish has had a nibble at your tetra. The missing tissue may grow back in time but there is a good possibility that the wound will become infected with fungus, the spores of which is present in the water. Your fish store will have a bacteriacide such as Myxazin.
Personally I would bet on it being a genetic malformation. it does hinder the fishes respiration, but they often do ok. It can also lead to an increased chance that fish will get infection and other illnesses. If this is the case there is nothing you can do about it, but I wouldn’t worry too much either.
Check if the edge of the missing area is smooth or looks torn. If it’s smooth, odds are it’s a malformation. If it looks torn then its probably damage that will heal on it’s own.
