Yes as long a s he is enclosused to stop him accessing any toxic plants and to keep preditors away from hiom. Nopothing beats fresh air and natural sunlight when it comes to reptilesThe enclousre will need to have areas of sun/shade. The pond should be deep enough for him to fully submerge, and have gently sloping sides so he can get out easily. He will also need a land area so he can get out and wonder around on dry land. Id reccomend you google housing reptiles outside and read/read/read, as there are a few things you need to take into accouint when doing this!
One thing to be wary of is reptiles can carry some nasty bugs like salmanella which can be passed onto humans and make them very ill. Therefore it is crucial thZat you wash yoyur hands after doing anything with the turtle and do not eat while handling him.
I think it is a great idea, so long as he is protected from any potential predators.

As long as it stays warm enough throughout the year, fine. You will have to screen the pond (sides and top) to keep the turtle in and predators out.
