Just get a basking lamp that comes with a clamp (10-20 bucks)
At the chain pet stores (Petco, Petsmart) they sell something called a “floating rock”. These are basking areas for turtles that attach by suction cup to the sides of the tank. I have found this to be best because the turtles still have space underneath to swim. Some people build up a basking area with rocks/pebbles. The floating rock is cheaper than buying a ton of pebbles and easier to clean than heavy bricks.
Get a heating lamp with a proper ceramic fixture (that can handle heat lamps) and place above the tank. The light fixture can be clamped 6-12 inches above the tank. Don’t place the light too close to the turtles basking area because they have those long necks and can get burned if the lamp is too close!
*It’s really important for the turtles to be able to bask on a dry spot like a floating rock. If they are in the water they cannot bask properly and absorb enough light. The light absorption is needed for them to properly digest their food and get enough vitamin-D.
Above tank basking platforms are a good way to increase usable swim space and if you are set on using a 38 gallon tank an absolute necessity – remember 10 gallons of water per inch of turtle is the rule of thumb to maintain overall health….

Some thing to remember – wood molds, traction is important, UVB is still needed and a heat gradient should be planned for.
