How much should you rinse your carbon filter for aquarium when its new?

It seems like I can rinse it forever and you can still see black coming out.

Until all the black dust gets washed out of the charcoal and only clean water is coming out of it.

You need to rinse it in aquarium water until no dust comes out. Soaking it will help too. Better idea is to forget about it. I haven’t used charcoal for over 2 years now. Research has shown that it really doesn’t provide much benefit unless you are trying to remove a chemical treatment and if the charcoal isn’t changed about every 2 weeks it can become toxic with waste and actually being doing more harm than good in your tank.
Adding double foam to the filter or a bag of ceramic media is much more useful.
