how long will it take my 33gallon aquarium to settle before i can add fish?

I am using a deltec MCE600 hang-on protein skimmer, a EHEIM professionel 2 external canister filter (dont know if that makes any difference)
This is a NEW aquarium

it usually don’t take very long before you can put the fish right back in. The chemicals won’t hurt them. I would put them right in there,but it might take a total of 12 to 24 hours for the tank can really settle to be clear.
Is this a new tank? A new tank needs to be tested for ammonia, nitrite, and nitrate levels before adding fish. The first 2 should be 0 before you add any livestock. Every tank is unique, but my tanks usually take between 2 weeks to a month to stabilize for fish. The link below has lots of good information on how to know when your tank is ready for fish.
From your equipment above (the skimmer) I’m assuming this is a saltwater tank. A freshwater tank can accept starter fish in a much shorter period of time.

well the man at the pet store told me to wait a day for a small fish bowl for a male betato let the chlorine out of the water i would think for a bigger 33 gal fish tank2-3 days
