Fish Tank Turning Grey?

My fish tank turns cloudy looking with or without fish in it. I have a filter and nothing is in it except water and the running filter. My fish are in a different tank as of now, however it’s not my tank so obviously I need this issue fixed. I put in the water drops with the water as well. What do I do? Thanks for any help.

did you try to dump out the water and clean it with a sponge?
Did you cycle this tank?
Is the cloudness only after you turn on your filters?
