it all depend on the time of day, leave it off when it is day and at night turn it on for the little fish
Like everyone else, bettas need night and day. So leave the lights on for 10-12 hours a day, and then turn them off.

Keep the lights on during the day, and a little into the night, keep them off during the time you sleep, fish also like to sleep. I’ve noticed my betta likes it when the lights are on, mainly because he sits at the bottom under plants at night. Way more active during the day though.
when the sun goes up turn them on when the sun goes down turn them off.
