cloudy water in brackish aquarium?

I have brackish water aquarium,and I start to increase the salinity for my moray eels,and after some time the water start to be cloudy.I buy one more moray eel one week ago and my aquarium become very cloudy.I change every week 25% of water,but nothing???.

do ya have any bog wood in the tank or decor it could be seeping from them. should it not be cloudy anyway in a brackish tank.its like a black water tank no?have you checked your levels in the water ph no2 no3 amonia?is this a cycled tank.
