I have a turtle and some tropical fish in a aquarium, kept at 75F. Yes there is a bubbler and filter… well i got the idea a few ideas ago to place baby spider plants under water. They are suction cupped to the side of the tank.. Will they grow?

No, they are land plants and would die underwater. There are plants similar to spider plants that could be used instead.
no but u can buy underwater plants from ur local pet shop that would be ok
as long as the roots are in water and the rest of the plant is not, it should grow just fine. in fact I would not do this for that reason. your tank with be covered by spider plant roots and the top will be so full of plant matter that you wont be able to clean your tank. so, yes it will work but, no it’s not a good idea.
They won’t grow under water long term, but they can grow with their roots in water (and the rest of the plant above water).
