about a week or two ago i was cleaning my 60 gallon aquarium then i bumped the top and droped the light housing with bulb and fuse still inside. Ever scince i have taken the bulb and the fuse out to clean the termanals and its been blinking on and off ever scince, its never off for more than 1 or 2 seconds at a time but its on for between 5 and 20 seconds and usualy dosent start blinking untill 20 minuts after its turned on. I just wanna know how to resolve this issue without having to buy new parts. Thanks.

You need a new bulb.
Not new parts, just a new bulb. Not sure if you did something to the bulb while cleaning it, or if its just old. Most fluorescent bulbs last a few years.
Since it turns on fine and doesn’t start flickering until its been on a while, I’d say its the bulb. If it flickered when it was starting up it would be the starter. Take your fixture to a pet store and ask an employee if you can try it with a new bulb in the store. That way you don’t have to buy it and return it when it still doesn’t work. Most stores have no problem letting you try it in the store with your fixture.
Your “Accident” has produced a short in the system , you’re going to have to take it in to be fixed
it might be the bulb but if its an older light system then it might be the starter(1-1 1/2 long and round) by the bulb you can get 1 at walmart or ace in the home fuse deptment about $2 i had the same problem and after 4 days it quit flickering and work fine now
