Why Does My Fish Always Float At The Top Of His Tank?

I have a betta fish, I got him almost a year ago and I’ve never had any problems with him. However, I notice he likes to float towards the top of his tank, with the tip of his nose or his back just poking out of the surface. I’ve touched him and he floats away like nothing wrong, but then a few minutes later he will float to the top again.
Also, when I am cleaning his bowl, I will put him into a small traveler plastic tank. There are (cleaned) seashells in it, similar to the ones hermit crabs use. Sometimes, I’ll see him stick his face deep inside of the shell, with his back fins just sitting out there, and he’ll be still for a long time. The first time I saw him do this, I thought he was dead, I reached in to see, and the moment I touched him, he freaked out and swam out of the shell and away.
Is my fish sick? Is there something wrong with his water temperature? He usually acts weird when I put him into a bowl of clean water, but I’m very careful to make sure the water is the same temp as it was when he was originally in it.

Aquatic Plant Advice, Please?

Sorry, I know this isn’t a “fish” question, but I’m hoping some of you might not mind sharing your knowledge on aquatic plants.
I would love to have a small water terrarium. No fish, just something purely aesthetic.
I googled it but really didn’t find anything all that helpful and was wondering if anyone could give me a few pointers on what plants were hardy and would do for a project like this.
Any special type of water, lighting, substrate etc.
I was thinking of something along the lines of a Very small aquarium with a small filter to give a kind of waterfall effect. Hopefully something with some river rock and moss for the bottom, with larger plants along the back.
Is something like this possible?
We have a lfs close by with a large variety of live plants, but I have no idea where to begin or what sorts of plants have the same needs as far as care.
Any advice would be greatly appreciated

Filmy build up all over aquarium filter?

Question by blehh: Filmy build up all over aquarium filter?
So I have a 10 gallon aquarium with two filters on it, one is a topfin filter that came with the aquarium when I bought it; the other is a Marineland Penguin Bio-Wheel filter (for 20 gallon tanks) that I bought because I had no idea what I was doing when I started out keeping fish and had a huge issue with ammonia. It has been a few months since I’ve set up my tank, I have gone through the massive ammonia spike (my ammonia was at like 8 ppm or higher, it is at 0 now). I have 3 fish in my tank (balloon molly, red wag, cory catfish) and a mystery snail. Well, my filters are really disgustingly gross.. there is a slimy film all over the base of both filters that will come off in paper looking chunks if you pick at it, and the bio-wheel on the penguin filter has stopped spinning now. Do I need new filter cartridges or what should I do? Someone told me not to change the filter for the first year (wtf?) but online some people recommended changing it every couple months, and others recommended changing it once a week. These are the original filter cartridges on the tank, the topfin filter has been on there since March but was completely rinsed out in May, the Bio-wheel filter has been there since end of April. Please tell me what to do.. I keep getting mixed information and I’m not sure what I need to do to fix this issue.
