Can anyone help my sick betta?

I don’t know if anyone can help me, but I have a betta who is sick. I thought he had Dropsy, because his sides have become very swollen and his scales started to stick up, but he has been this way for I’d estimate three or four months, and I’ve read that Dropsy usually kills within 15 days. He is in a small aquarium with filter. He has a tendency to lean on the side that is most swollen, but he props himself against ornaments to stay straight. He hasn’t loss color and is still eating. He eats pellets, not live food or flakes. He mostly lays at the bottom, but will still swim up for air. I clean the tank every 1 to 2 weeks. I also add salt to the water. When he first started getting sick, as I said, I thought he had Dropsy so I put Maracyn-Two in the water, but that didn’t help. I’ve also tried raising the water temperature and adding Aquari-Sol to see if that would help with sluggishness, but nothing is working. I’m not sure what else to do. Any advice?

I add aquarium salt, not table salt. I also have a filter and heater in the aquarium. The betta is almost 3-yrs-old, but I’ve read on several reputable betta websites that bettas can live 5 to 6 yrs.
Just to clarify, my betta is in a 3 gallon tank, and I regularly test the water. There isn’t a nitrate/nitrite/ammonia problem.

What does A UV sterilizer do in a fish aquarium ? are they really expensive to get ? ?

details are the same as before , been exposed to legeria , and the bubbles in tank might cause it , so i am trying to make the tank safer so i dont get sick again !

How can i use solar power to power my aquarium filter(and/or heater)?

alright, lets say its just the filter, which uses only 4 watts of electricity. and i live in LA, california, so there’s plenty of sun here to go around….hope the additional info helps

55 gallon aquarium setup?

So, for my 55 gallon aquarium, I am going to get 30 pounds of flourite for the bottom layer and then about another 30 pounds of sand for the top layer.

I am going to plant Wisteria, Anacharis, Bacopa, and Amazon Sword in the sand. Then after buying driftwood and rocks, I am going to plant Java Fern, Java Moss, and Anubias on them.

I don’t think I want to get a CO2 system, but I am going to get some plant supplements. I’m pretty sure I am going to use the Seachem Flourish Plant Supplements and root tabs. I need enough carbon, iron, and potassium.

For lighting, I need about 2 watts per gallon, which would land me about 110 watts for my 55 gallon.

Is all of this correct? Are there any other suggestions?
Edit: Yeah I forgot to include my heater and filter. I got a 200 watt Visi-Therm heater and a Emperor 400 filter.
