Why do my fish not run around in my aquarium like they do int he store?

I have a 25 gallon aquarium, i have neon tetras, guppies, and some others but they dont run around like they do in the store. They swim soo slowly. I clean my tank properly, they are fed properly, lighting is great, and they are sitting at 28 degrees celcius.. What is wrong?

Aquarium Air Pump?

Aireador (Aquarium Air Pump)?

This is my third attempt here to get an answer. As all u know, the air pumps for aquarium are very small electrical boxes that pick up air and transfer and push air through a large trasparent plastic tube toward the water (bottom) of the aquarium. But that air is tranferred in high speed resulting thousands of air bubbles emerge in ‘violent’ form making waves in the surface of the water from the bottom (aquarium).
Example: You will see 1000 air bubbles at fast pace toward the surface of the H2O.

Okay. What I want is to design a air pump that electronically (the turbin, diafragm, etc) will ONLY be allowed and graduated to pick up air and transfer it SLOWLY to the large plastic tube, and finally the aquarium so the water is not moved in the surface. I want ONLY a mooth pace, so how u explain to me that?
In terms of the turbin, diafragm, voltage, etc, etc

Paste me a link, picture, etc. I do not want perforated rocks to make lot of bubble
I do not want perforated rocks to slower down the air bubbles!!!

Talk to me according only the physical electrical parts of the pump: Turbine, etc,.

i was thinking maybe angelfish with a school of otto catfish? any other suggestions? im not a big fan of gouramis
im thinking about 3 angelfish. 3 ottos. some red cherry shrimp. Snails like red ramshorn. and lots of plants of course. what ya guys think
