silicone and aquarium terracing AND A QUESTION ON AQUARIUM FERTILISER?

i’m planning on using silicone to attach some juwel terracing walls onto my glass so that it doesn’t move forward with the substrate and no sand falls around the sides but what i want to know is —–

if you use silicone on the interior of the aquarium will it permamently stay there or can you peel, scrape or just remove it at a later date when you want to change the interior of your tank?

ALSO if you have aquarium soil like seachems flourite soil or caribsea eco soil is it alright to add liquid fertiliser for mosses or any plants that don’t have roots in the soil like java fern or will the liquid fertiliser interfere with the tanks chemistry (or somthing like that) ?

Confused about how to use gravel vacuum?

I am a bit confused on how to use my gravel vacuum to clean the gravel in my fish tank. Here are the instructions:
A. Place an empty bucket near and below the aquarium. Grasp the hose 4-6 inches above the top of Gravel Vacuum with hand on top. Place the other end of hose in the bucket.
B. Completely submerge cylinder and cap in aquarium water. Move the cylinder up and down rapidly five or six times or until siphoning begins.
C. Some gravel will rise slightly in the cylinder as debris is removed, but will fall down as cylinder is lifted. When bucket needs to be emptied, remove vacuum from the water to stop flow. Empty bucket and repeat process until 25% of the water has been removed.

C is the part that is confusing me. So am I supposed to remove 25% of the water before starting to clean the gravel? Or does it just mean to clean the gravel and when 25% of the water is gone, the gravel is clean? I probably sound really stupid, but I don’t want to do this wrong!
Oh, also, if it is of any importance, my fish tank is 40 gallons.

should i move the ornaments around in my aquarium?

when i clean out my tank i often move the ornaments around to “create something new for the fish” is this ok or should i leave them as they are?????
